Playing [43314e]. No horses are included when a Seasoned Scout decides to emigrate. Recreated on two different saves.

    This is a WWC1D issue, and it is not whether the scout should have horses or not, it is whether scouts should appear as potential migrants or not. I suspect not, as the spec is clear that they can not be trained in Europe.

    In Col1 v3 scouts can appear as migrants in Europe, including horses. See image below (taken after a fountain of youth).

        FreeCol was almost doing the right thing, small fix in git.651a317. I have sighted seasoned scout in the recruitment panel, and when selected it appeared on the docks with horses.
