The great-grandson of a samurai rebel, Shisahara carries an ancestral contempt for the government that led to the foundation of his clan. Purposefully undermining their laws, he seeks to provide aid to all who were left behind, defying the criminal standards of a typical Yakuza.[/i]

So, when and I set out to do a Kaiju/Yakuza story, the first thing that came up was "how do we make a criminal organisation noble?" A few ideas rumbled around, before we settled on the idea of a Robin-Hood-tyle anti-government organisation, specifically undermining authority for the betterment of the people.
Obviously, the real Yakuza are not like this, but that's what makes this story so fun in fantasy! And of course, to lead the Toho Clan, we had to pick one of the few kaiju who is objectively identified as an actual deity, a protector of the people from the get-go. I grew to love King Caesar after doing a deep dive on kaiju, this scrappy exuberant guy who just wants to help people, made a good vibe to represent the Toho Clan.
And of course, did an exceptional job nailing the look, I'm especially a big fan of the claw-shoes to give that blend of a rugged society.
