About
Agenda 2030 is becoming a reality thanks to the dedicated efforts of cities, provinces, regions, counties, and territories worldwide. Local governments are leading SDG implementation at local level, using the SDGs as a tool for long-term planning, integrating SDG targets and indicators in their local policies and budgets, enhancing service delivery, and using Agenda 2030 to better communicate public action to their own citizens.

Diana Lopez Caramazana, a national of Spain, is an Advisor on Cities and Local Governments at UNDP, where she supports the work of UNDP with local government associations and the role of cities and other local governments as key implementers of the UN global agendas. She has over 20 years of experience in the United Nations, including UN-Habitat, UNCDF and the ILO. Her expertise includes decentralization, innovation in public services, urban management and planning, and local finance. Diana is deeply passionate about the transformative power of local governments and their ability to improve people's lives.

She holds a Master’s degree in Engineering. With 18 years of experience in Operations Management, he has extensive expertise in procurement and contracting within UNDP, across both Headquarters and Country Offices, including crisis contexts. A lawyer by training, Raul also brings several years of legal practice in the private sector, enhancing his strategic and analytical approach. A native Spanish speaker, he is also fluent in English, French, and Portuguese. She holds an Undergraduate Degree in Business Economics as well as a Master's in Development Economics, both earned from the University of the Philippines.

Ginna Agaton Posada, a national of Colombia, she is an international relations professional with 10 years of procurement experience, including 5 years as a procurement analyst for UN agencies such as UNODC and UNDP. She specializes in contract management, drafting terms of reference, and supplier administration. Additionally, she has experience in marketing, communications, agriculture, printing, raw materials, and as an international consultant.

Jasmine Lustado, a national of the Philippines, is a Project Analyst for the UNDP SDG Local Action, where she manages procurement processes and monitors the delivery of multiple projects. She holds an Undergraduate Degree in Business Economics as well as a Master's in Development Economics, both earned from the University of the Philippines.


Zarina Tashtanbekova is an administrative and finance specialist with over 10 years of progressive experience supporting operations within international organizations, including the United Nations Development Programme in Kyrgyzstan. She has demonstrated expertise in financial management, procurement, budgeting, and administrative coordination, ensuring full compliance with institutional policies and international standards. Zarina holds a Master’s degree in Financial Management from Istanbul University and Bachelor degree in Economics from Academy of Management under the President of Kyrgyz Republic. She speaks English, Russian, Kyrgyz and Turkish languages.

Melisa Gorondy Novak is an international relations specialist from Argentina with over 14 years of experience. She serves as a Learning and Knowledge Generation Analyst at UNDP’s SDG Local Action initiative. From 2018 to 2023, she led the implementation of the 2030 Agenda in the Government of Córdoba Province, designing data-driven, gender-responsive, and digitally enabled policies through open government, international cooperation, and public innovation. Previously, as Regional Coordinator at the NGO Asuntos del Sur, she led participatory projects across 15 Latin American countries, working with over 3,500 local actors and co-founding the Latin American Network for Political Innovation. Melisa is pursuing a PhD in International Relations and holds a Master’s degree in Social Sciences from the University of Freiburg (Germany), Jawaharlal Nehru University (India), and FLACSO-Argentina. She also holds a Bachelor’s degree in International Relations from the Catholic University of Córdoba, where she serves as a professor of International Political Economy and Argentine Foreign Policy. She is passionate about the transformative power of territorial knowledge and its potential to shape global agendas.

He is currently a Senior Advisor at the United Nations Development Programme (UNDP), focusing on innovation management and strategic urban projects. Previously, Petr was CIO at Operátor ICT, where he led Smart City and data projects for Prague. He launched the Prague Data Platform and developed initiatives with private and local partners. At Fraunhofer IAO, as Head of Urban Economy Innovation, he managed international projects on urban strategies, nighttime economies, and urban data across Europe, the Americas, and Asia. He has advised city leaders and organizations, managed local projects, and led strategic planning for the City of Prague. He has worked with the World Bank, UN-Habitat, Microsoft, and Mastercard, and has spoken at conferences on Smart Cities and climate adaptation. Educated at Columbia University, the London School of Economics, and Queen’s University.

In 2010, she served as the Deputy Mayor of Venice. From 2015 to 2023, she was the Secretary General of AICCRE (Italian Association of the European Council of Municipalities and Regions - CEMR) and later became the Director of AICCRE Venice. Additionally, she is the founder of the Venice City Solutions Foundation. Rey is also a researcher for the Computer Science Department at the University of Turin, part of the Territories and Digital Communities research group, and works as a UNDP consultant for SDG Local Action.

Mayors Challenge proJECT supervisors (2021-2025)


Amos Vandy Saati, is the Supervisor of Freetown the Treetown Project at UNDP SDG Local Action in Sierra Leone. For over 8 years, he has been a Sustainable Development Delivery Specialist. He currently works at the Mayor's Office in Freetown, Sierra Leone, as a technical advisor on climate adaptation and mitigation, and leads the #FreetownTheTreeTownCampaign. He's coordinating efforts to plant and track 5 million trees and restore 5,000 hectares by 2030, aiming to sequester around 100,000 tons of carbon and reduce risks like flooding and landslides. Additionally, as Technical Advisor, Amos is developing an impact investment strategy to fund green infrastructure through carbon offsets from Freetown trees, promoting a climate-resilient city.

Brenda Dimas, with a background in Agricultural Engineering and a Master’s in Agribusiness and International Rural Development, has spent a decade advancing agricultural development in the Philippines, specializing in agribusiness, rural infrastructure, and project management. Currently serving as the AgriBOOST Project Supervisor at UNDP, she leads efforts to enhance vegetable value chains for rural communities. Previous roles include Rural Infrastructure Engineer and Business Development Officer for the World Bank-funded PRDP, focusing on strengthening agricultural value chains. Her research on rice cooperatives' financial performance was published in the Asian Journal of Agriculture and Rural Development.

He has raised awareness about the circular economy, campaigned for climate change adaptation and mitigation, and empowered marginalized and socially excluded groups. His approach emphasizes community ownership, political leadership, gender mainstreaming, and locally tailored solutions.
