If to update user settings (File->Preferences->User Settings) like this:
code-preferences

then by using Ctrl-K, Ctrl-S sequence you can run editing document in sciter.exe.

Update

The sciter extension is in public repository already, so:

In Visual Studio Code:

Menu: View -> Command Palette … -> type “Install Extensions”.

It will show side panel with [Search] field.

Type there sciter and it shall find Sciter extension – click on it to install.
