What is bill S-209 ?
At the root of Bill S-209 is a simple idea: the rules that apply to pornography offline should apply to pornography online. In the real world, businesses are required to verify the age of their customers to prevent minors from accessing adult content. The same requirements should apply on the Internet.

What are experts saying
Age verification is not a panacea, not a silver bullet, but it is a bullet. It has worked outstandingly well in respect of keeping children away from all the traditional forms of online gambling. There is absolutely no doubt it could do the same elsewhere, including protecting children from porn.
— John Carr, international authority on youth digital safety
As the parent of three children who use the internet and web-based applications every day, I see Bill [S-209] as a step in the right direction. (…) In Canada, we have a growing body of standards designed specifically to address the development and use of digital technologies, fit for global use, and collaboratively developed by domestic experts across the public, private, non-profit sectors, and civil society in an open and transparent way.
— Keith Jansa, CEO, Digital Governance Council
