Eugh, I can't sleep, so I decided to post up all this fabulous stuff I picked up.
Silver Goggles - as the creator of the blog terms it, "steampunk postcolonialism". A pretty excellent starting point for non-European steampunk. Most of my other links are from the blog runner's panel on Steampunk Around the World, and I definitely recommend checking out the links she has up and even contacting her if you have any questions. (She actually heartily encouraged this, so don't be shy!) Her reading lists are also really interesting, and definitely recommended browsing.
Beyond Victoriana - another great multicultural steampunk website! I'm really excited for these actually; it's really rare that you see anything more than a footnote of "oh by the way it's not all just England and stuff" around.
Thoughts on Orientalism, Imperialism, and Steampunking Asia - a pretty fabulous essay on the attitudes of steampunk as a whole toward Asia in the genre/movement, and resistance to the romanticization of past ignorance, also by Ay-Leen the Peacemaker (runner of the aforementioned Beyond Victoriana).
(There is some extensive discussion of cultural appropriation in some of those links - a subject which I find interesting and yet really confusing, and which manages to set off that part of me that goes
oh man you are a horrible person all the time. I'm told that sinking feeling that I've probably hurt someone is usually a good sign that if I did it was unintentional. This does not help. So if you've got any more on that subject, please do point me that way. I think the gist is that it's wrong to jack elements of cultures that are not your own without appreciation for where they come from and why they exist, which seems quite logical to me, but I could be missing something here.)

I do not recommend buying clothing from these websites. It's a great way to get a feel for the "look", but there's a whole lot of scalping going on in these concentrated steampunk retailers. (Not to mention, steampunk thrives on the handmade, modified, and vintage~~~ hint hint buy indie steampunk hint)
