Constitution of the Republic of Croatia, Art. 3.… Gender equality is one of the highest values ​​of the constitutional order of the Republic of Croatia and the basis for the interpretation of the Constitution.

Men and women symbolsGender equality is one of the fundamental values of the constitutional order of the Republic of Croatia. In 2003, upon the proposal of the Croatian Government, the first ombudsperson for gender equality was appointed by the Croatian Parliament in accordance to the Gender Equality Act adopted in 2003 for the first time (Official Gazette 116/03).

In 2008, Croatian Parliament adopted a new Gender Equality Act (Official Gazette 82/08) according to which the Ombudsperson for Gender Equality performs the tasks of an independent body in charge of combating discrimination in the field of gender equality.

The present Ombudsperson for Gender Equality is Ms Višnja Ljubičić. Her deputy is Mr Kristijan Kevešević.

The Ombudsperson's office includes 10 employees who are civil servants.

The responsibilities of the ombudsperson for gender equality include:

1. receiving complaints from any natural persons or legal entities regarding discrimination in the area of gender equality;
2. providing assistance to natural and legal persons who filed a complaint of sexual discrimination when instituting legal proceedings;
3. taking steps to investigate individual complaints prior to the legal proceedings;
4. conducting, with the consent of the parties involved, a mediation process with a possibility to reach an out-of court settlement;
5. collecting and analysing statistical data on cases of sexual discrimination;
6. conducting independent surveys concerning discrimination, publishing independent reports and exchanging available information with corresponding European bodies.
 
The Ombudsperson for Gender Equality acts in an independent manner, monitors the enforcement of the Gender Equality Act and other regulations on gender equality and reports to the Croatian Parliament at least once a year.

The Ombudsperson for Gender Equality invastigates cases of infringement of the principle of gender equality, cases of discrimination against individuals or groups of individuals by public bodies, units of local or regional self-government or other bodies with public authority, by employees of these bodies or other legal or natural persons.

Anybody have the right to address the Ombudsperson for Gender Equality on athe ccount of any infringements of the Gender Equality Act regardless of whether he or she has suffered direct injury from such infringement, or is filing a complaint in somebody's name, provided that the injured party is not expressly opposed.

EU PROJECTS

Man and woman symbolThe Ombudsperson for Gender Equality of the Republic of Croatia was a holder of 4 EU projects in the value of around 2 million EUR. With numerous project activities many topics concerning gender equality in the labor market, such as the recognition of the glass-ceiling, economic quotas, the balance between professional and private life, pay and pension gaps, have been put in public and political focus on national and local level. The result is the Business women database, one of a kind in the region, as well as first Croatian monitoring body of the cases of violence against women and femicide - Femicide Watch. The institution has been raising awareness about gender stereotypes and gender discrimination and works on education of various target groups, from high school students to the representatives of the police and the judiciary, about gender discrimination and gender equality.

- project value 437.172,29 EUR; project partners: Croatian National Theatre in Split, Association Words/Make/Plays and  MAMFORCE association, supported by the Ministry of science and education and Ministry of entrepreneurship and crafts.
Goals - elimination of gender stereotypes, strict division of gender roles and professions reserved for men and the other for women; balancing professional and family life for women and men. INOVATIVE APPROACH of usage of theatre plays for high school students. Results: 41 performances of two theatre plays in 14 Croatian towns for over 5000 high-school students; one educational documentary.

- project results:  4 independent researches - two of the media reporting on violence against women and femicide and two regarding criminal and misdemeanor verdicts; publication of Media Codex - a Guide for Professional and Sensitive Reporting on Violence against Women and Femicide with 20 guidelines signed by 13 media; documentary „Women, Violence, Media“, 2 media educational workshops, 9 educational workshops for judges, public attorneys and the police and 5 inter-sector educational workshops.
