Adding disclaimer

    I am resurrecting my Rosalie blog and would like to add a drop-down disclaimer page that comes up for a few seconds before the reader goes through to a post. I’ve sourced a video that shows me how to use a disclaimer generator, copy it across and install it as a Page and in the Footer of my wordpress.com blog. I can’t seem to do more than that without being required to upgrade to the Business-level blog of WordPress, ie can’t use Plug-Ins offered.

    Is there a way to write in to Rosalie that a disclaimer page drops down temporarily, each time someone presses a link to go through to a blog post? Then disappears so the post can be read? Something similar to this from the National Portrait Gallery in Australia: https://www.portrait.gov.au/
