TO QUALIFY FOR A PATH TO SUCCESS FORGIVABLE LOAN:

  • Applicants must locate their retail or restaurant business in downtown Pendleton.
  • Applicants must have their own verifiable matching funds or credit source (see Detailed Qualification Requirements).
  • Retail businesses can include:
    Clothing shoes, gifts, books, home furnishings, kitchenware, mini-mart, makers (leather, fabric, art and more)
  • Restaurant businesses can include:
    Any type of prepared food and beverage or grocery business except food carts (see Detailed Qualification Requirements).

After you apply, we’ll even help you write your business plan:

  • 1 As part of this challenge, you must take a one-day business plan class offered online by the Small Business Development Center (SBDC) at Blue Mountain Community College (tentatively April 11, 2026) and use LivePlan software offered by the SBDC. You will also have free access to SBDC business advisors.
  • 2 A selection of applicants will be chosen to produce business plans.
  • 3 Your printed business plans will be reviewed by the judges panel.
  • 4 You will make an in-person presentation of your business plan to the judges panel.
  • 5 Business plan winners announced.

THREE WINNERS will each receive $20,000 towards the purchase of business equipment, furnishings and inventory.
