In my PC, the webcam is working but not on the MSN. Is this from the PC Camera or from the connection with MSN?

The problems are related to the connection with MSN. Unfortunately, the MSN utility has been discontinued and you can't use anymore. As an alternative, I suggest you try Skype. It is free of charge and it is fully compatible with all major webcam models.
