Parivahan Sewa is an online service started by the Government of India under the Ministry of Road Transport and Highways (MoRTH). How to Get Your Digital Driving License:

  • Download the DigiLocker App or visit to DigiLocker website.
  • Login or Create account using your Aadhaar number or mobile number.

In today’s digital world, carrying important documents on your smartphone is becoming the new normal. A digital driving license (DL) makes life easier, safer, and more convenient. Here are the key benefits:

  • Convenience (No More Physical Cards!): You don’t have to worry about losing, forgetting, or damaging your physical driving license. Because your phone is always by your side, your DL is with you wherever you go.
  • Legally Valid: You can access your digital driving license through DigiLocker or the mParivahan app. If a traffic police officer asks to see your license, simply display the digital copy on your phone.
  • Real-time Updates: Any changes or updates to your digital license may change instantly in digital version.

Two Main Licenses: Learner’s and Permanent

In India, anyone who wants to drive must complete a two-step licensing process. It starts with obtaining a Learner’s License and then moves to a Permanent Driving License. This system ensures that drivers first learn the rules and gain practical experience before they are permitted to drive on their own.

1. Learner’s License (LL)

It is temporary license that allow to learn and practice driving under conditions.

  • Purpose: It is learner permit you can drive only under supervision, not on your own.
  • Eligibility:
    • You have 16 years old for motorcycles without gear (up to 50cc).
    • Motorcycles with gear and light motor vehicles, you need 18 years old.
    • You have knowledge about traffic rules and road signs.
  • How you get it: You can passed a written or online test that check your knowlwdge of road safety, traffic rules and signs.
  • Conditions for Driving with an LL:
    • You must be accompanied by a person who has a valid permanent driving license for the same type of vehicle. This person should sit in a position that allows them to guide you and take control if needed, such as the front passenger seat in a car.
    • The vehicle must clearly display an “L” sign (for“Learner”) at both the front and back. The letter should be shown in red on a white background to indicate that the vehicle is being driven by a learner.
    • You are not allowed to take any additional passengers on a two-wheeler, except for the instructor if one is required.
  • Validity: A Learner’s License is valid for six months. In this period, you can practice and improve your driving skills.
  • Waiting Period: You are eligible to apply for a Permanent Driving License after 30 days of receiving your Learner’s License. This time gap is provided so you can practice driving and build proper road skills before taking the driving test.
2. Permanent Driving License (DL)

This is the final step in the process. Once you have learned how to drive and successfully shown your driving skills, you can apply for a Permanent Driving License. This license allows you to drive on your own for the specific type of vehicle you are approved to operate.

  • After receiving Permanent DL, you’re free to drive independently. There’s no need to display an “L” plate or have a supervising driver with you—unless you are instructing a learner.
  • Purpose: It serves as official proof that you are qualified and legally permitted to drive on public roads.
  • Eligibility: You have a Learner’s License for at least 30 days.
  • You must be at least 18 years old to apply for a license to drive non-commercial vehicles. For commercial vehicles, the minimum age is usually 20 years or older, and you may also need to meet certain educational requirements.

Validity

A Permanent Driving License for private vehicles is typically valid for 20 years or until the holder turns 40 years old—whichever comes first. After that, it must be renewed to remain valid.

For senior citizens and commercial driving license holders, the validity period is usually shorter. It may be issued for 10 years at first and later renewed for 5 years, or even 3 years in the case of commercial licenses.

Eligibility Criteria for Applying for a Driving License

You need following things to eligible:

  • 16 years: Allowed to ride a motorcycle without gears (up to 50cc) with parental consent.
  • 18 years: Allowed to drive motorcycles with gears and cars (Light Motor Vehicles).
  • 20 years: Allowed to drive commercial/heavy vehicles.

Health Requirements

  • You must be physically and mentally fit to drive.
  • Applicants above 40 years or applying for commercial vehicles must provide a medical fitness certificate (Form 1A).

Learner’s License (LL)

  • Must meet the age requirement for the vehicle type.
  • Must have basic knowledge of traffic rules and signs.
  • Learner’s License is valid for 6 months.
  • You can apply for a permanent license after holding the LL for at least 30 days.

Permanent Driving License (DL)

  • Must already hold a valid Learner’s License (30–180 days old).
  • Must be able to drive the vehicle properly.
  • Must pass the driving skill test at the RTO.
  • Must not be disqualified from driving.

This is your first official permit that allows you to start learning how to drive.

Step 2: Applying for a Permanent Driving License (DL)

If you hold a Learner’s License (LL), you are eligible to apply for a Permanent Driving License (DL). You can submit your application after 30 days from the date your LL was issued, and you must apply within 6 months of receiving your Learner’s License.

  • Go to “Driving License”: Find “Driving License” services and click on “Apply for Driving License (DL)”.
  • Enter LL Details: Add your Lerner’s License number and date of birth.
  • Fill Application Form: Fill the online application form (Form 4).
  • Upload Documents: Upload the clear photos of documents:
    • Your valid Learner’s License (original).
    • Proof of Age, Address, and Identity (same as for LL, if not already linked).
    • Passport-sized Photograph.
    • Medical Certificate (Form 1A), if applicable (for applicants aged 40+ or for commercial licenses).
  • Pay the fee: Pay the fee Permanent Driving License fee is ₹200, plus a ₹300 (these fees can vary by state).
  • Book a seat for DL Test: Book a slot for your driving test at RTO.
  • Go to RTO for DL Test:
    • On the secheduled date, visit to RTO with original Learner’s License, application receipt , or original documents.
    • Your must bring the vehicle which you applying for the license.
    • The Motor Vehicle Inspector will check your driving skills on track (e.g., 8-figure for two-wheelers, H or T-shape for four-wheelers).
  • Receive Your Permanent Driving License: If you pass the test, Your Permanent Driving License is issued and sent to your home in few weeks. If you are fail re-apply in 7 days.

When to Renew Your Driving License

Your Permanent Driving License validity depends on few factors:

  • For Private Vehicles (Cars, Bikes, etc.):
    • If you got your license before you turned 30 years old, it’s generally valid until you reach 40 years of age, or for 20 years, whichever comes earlier.
    • If you got it between 30 and 50 years old, it’s usually valid for 10 years.
    • If you got it after 50 years old, it’s typically valid for 5 years.
  • For Commercial Vehicles:
    • These licences generally come with a shorter validity period, typically ranging from 3 to 5 years, and may require extra training certifications at the time of renewal.

You can apply to renew your licence up to one year before it expires. If you renew it within 30 days after the expiry date, you won’t have to pay any penalty.

Documents You’ll Generally Need for Renewal

  1. Original Driving License: The expired or soon-to-expire physical license.
  2. Application Form 9: This is the application form for driving license renewal. You can usually download it from the Parivahan Sewa website.
  3. Proof of Age: A document like your Birth Certificate, PAN Card, or Passport.
  4. Proof of Address: A document like your Aadhaar Card, Passport, Voter ID, or utility bill.
  5. Recent Passport-sized Photographs: Usually 2-3 copies.
  6. Medical Certificate (Form 1A) and Self-Declaration (Form 1):
    • Form 1 (Self-declaration of physical fitness): You’ll declare your physical fitness to drive.
    • Form 1A (Medical Certificate): This is required if you are 40 years of age or older or if you hold a commercial driving license. This certificate must be obtained from a registered medical practitioner.
  7. No Objection Certificate (NOC): If your current address is different from the address on your original license, or if you are applying for renewal in a different state from where your original license was issued, you might need an NOC from the RTO that issued your original license.
