Go to sarathi.parivahan.gov.in and select your state from the dropdown. This links you to your specific state’s RTO database.
2. Click “Apply for New Learner’s Licence”
Select “Learner’s Licence” → “Application for New LL.” Fill out Form 2 with your name, date of birth, address, and the vehicle class you want to drive.
3. Upload Your Documents

4. Pay the Application Fee Online

In Delhi, Maharashtra, Tamil Nadu, Telangana, and Karnataka, take the LL test online from home. In other states, book a slot at your RTO and appear in person.
6. Pass Test and Download Your LL
Your LL is issued digitally immediately after you pass. It is valid for 6 months. You can apply for a permanent DL after 30 days from the LL issue date.
If You Fail the LL Test: You can reattempt after 7 days. There is no limit on attempts, but you pay the test fee again each time. Practice on the official mock test bank at parivahan.gov.in before attempting.

- 1. Wait the Mandatory Period
- Hold your valid LL for at least 30 days (but not more than 180 days). Applying before 30 days gets rejected automatically.

DL Test Waiver – Skip the RTO Test Entirely: If you complete training at a government-recognized Accredited Driving Training Centre (ADTC), the RTO driving test is waived. The ADTC issues a training completion certificate, and your DL is processed directly.
DL Validity – How Long Is Your Licence Valid?
- Below 30 years: 20 Years or until age 40 – whichever is first
- 30 to 50 years: 10 Years from date of issue
- Above 50 years: 5 Years – medical renewal required

Late Renewal Penalty: You get a 30-day grace period after DL expiry with no penalty. Beyond that, ₹1,000 per year applies. If your DL expired more than 5 years ago, you must apply for a completely fresh DL from scratch, no renewal option.

Is a Digital DL Legally Valid?
Yes – completely. Under IT Act, 2000 and the Motor Vehicles Act, digital copies of DL and RC stored in mParivahan or DigiLocker are legally equivalent to physical documents. Automated PUC e-Challan – 7-Day Grace Period: Traffic cameras now auto-detect expired PUC certificates. You get a 7-day grace period to renew before the e-Challan officially issues. After 7 days, a fine of up to ₹10,000 hits your record automatically.
