This is the place where people say: "there are smarter people handling this, Ill let them decide for me". This is where governments become radical, where charismatic preachers turn people into mindless drones.
The objective of the 3 is to allow people to ascend issues from number 3 to number 1. People need to learn, read, explore, travel, experience and most importantly - keep asking questions.
When ask questions you can start talking instead of fighting.
