The onTap Framework offers an architecture which makes it possible to install independent and/or interdependent "plugin" applications within the framework without editing any existing code (including xml). The Plugin Manager takes this architecture the next step by providing an "Add/Remove Programs" style interface for the installation, configuration and removal of plugin applications.
