Approach

The OITP model will take a phased approach to implementation. Its progress is driven by the current resources and readiness of each identified service area. Implementation of the first regional intensive treatment network is expected to begin in 2026/27.

Stage 1: 2024 – June 2025

Planning

  • Developed a vision statement and communications strategy.
  • Populated OITP’s Steering Committee, six advisory/reference tables and Executive Leader position.
  • Support the Ministry of Health’s (MOH) initiative to establish a parallel Indigenous-led process and model.
  • Developed and implemented a comprehensive stakeholder engagement plan with MOH.
  • Launched an intensive services landscape project to better understand the current state of live-in treatment across Ontario.
  • Collaborate and align with the Knowledge Institute’s work on a Quality Standard for Live-In Treatment.
  • Support one-time funding opportunities for MOH-funded intensive service providers (Round 1).
  • Prepare a report on Clinical Populations for the OITP with external support.
  • Establish a Clinical Program Model and Practice Standards project (Clinical and Operational).

Stage 2: 2025 – 2026

Readiness

  • Continue to support MOH’s parallel Indigenous–led process and model.
  • Collaborate and align with the Knowledge Institute’s work on a Quality Standard for Live-In Treatment.
  • Organize and host an in-person symposium to deepen the conversation about OITP.
  • Support the completion of Stage 1 work.
  • Resource or procure support for:
    • Mapping service pathways
    • Health human resources, technology
    • Training
    • Defining key performance indicators
    • Developing common enabling legal agreements
    • Determining a funding approach for Regional Intensive Treatment Networks (RITNs) in collaboration with MOH
  • Define with MOH the criteria and selection process for the RITNs.
  • Draft strategy to support the implementation of OITP in the north.

Stage 3: 2026 – 2027

Implementation

  • Refine Model and Standards.
  • Build on procurement initiatives around roles, responsibilities and expectations of Hubs and RITNs.
  • Support introduction of a LIT quality standard by the Knowledge Institute.
  • Define and develop the evaluation model.
  • Issue a Call for Proposals with MOH for up to two RITNs as early adopters.
  • Support early adopter RITNs and validate the model’s attributes.
  • Align and focus the provincial landscape project to support preliminary Hubs.
  • Expand and Scale RITNs to achieve the province-wide vision of a network of networks.

Stage 4: 2027 – ongoing

Evaluation

  • Evaluate RITN performance and outcomes against targets.
  • Provide regular sector updates on RITN/OITP performance.
  • Establish RITN Community of Practice.
  • Introduce a quality improvement framework for the OITP.
  • Implement an annual Continuous Quality Improvement process for RITNs.
