NCIL works to advance the Independent Living Movement through policy advocacy, leadership development, and supporting a national network of community-based Centers for Independent Living (CILs) and Statewide Independent Living Councils (SILCs).

We are a grassroots organization that advocates for the human and civil rights of people with disabilities. 

NCIL’s mission is to create a world where people with disabilities are valued equally and can participate fully in all aspects of society.  

Protect Independent Living

Together, we can protect what matters most: the freedom of every person with a disability to live in their own home, make their own choices, and participate fully in community life.

Without support, people risk losing their independence, being forced into costly institutions, or going without essential services. That’s why NCIL is launching the Protect IL Campaign.

CILs and SILCs provide critical services and advocacy every day, helping people transition out of institutions, securing housing, making homes accessible, providing peer mentoring, and ensuring access to healthcare, education, and employment.

Disaster Relief Fund

This fund provides direct financial support to CILs and SILCs affected by disasters, enabling them to repair or rebuild facilities, replace equipment, and assist their communities. The fund has been sustained by the generosity of NCIL members and allies since 2005, and 100% of contributions go directly toward supporting Centers in need.

Your donation can help:

  • Ensure a rapid and effective response when future disasters strike
  • Fund emergency relief for Centers for Independent Living
  • Provide critical supplies and services to individuals with disabilities

In 2024, NCIL’s Disaster Relief Fund helped six Centers for Independent Living recover from severe natural disasters, providing critical emergency relief and helping people with disabilities access essential supplies, medical care, and safe shelter.

Youth Scholarship Fund

The Youth Scholarship Fund allows youth with disabilities (18-26) to attend NCIL’s Annual Conference on Independent Living at little or no cost to them.

In this movement, we know how important it is to connect across generations so that we can learn how strong we are together and what we bring to the table as individuals. If you are able, we encourage you to play a role in empowering young people with disabilities by financially contributing to the youth scholarship fund. 

Scholarships generally cover registration, travel, and hotel costs. $1,200 covers one national scholarship, $975 covers one regional scholarship, and $110 covers one local scholarship.
