So this is my BaCC game I follow Griffinmere BaCC rules(here) as they seem more logical and it makes things easier. I have tried other rules and since they are quite difficult to follow I have dumped the Neighborhood rather fast.
So here are her rules and here are my modifications
FAMILY:
I send complete families (mom, dad, kids even pets) as history has shown that we usually do not go alone to colonize new land we go with our families. This gives us a higher possibility of success.
I create a minimum of 4 families and I make special community lots where they can go and hunt or gather water or collect plants and so on, these lots are removed after I started adding utilities to the neighborhood.
The families go arriving one at the time, so it allows me to get the MAYOR family _()very first one) to get settle down.
Every family will arrive 3 months after the one ahead (more or less one per season).
I use the Real life hack, so my simmies have a really long life spam, and with this mod there is a 365 days hack that makes each season 9x days long but I use another one that makes the seasons 30 days long . To avoid having many complications a year is over when a family has passed the 4 season.
Each family is played for the complete season they arrived, But if there is a family (es) before them I will go by turns to sync the weather. Then when all the families are in place, I go by turns. as by this time, we will have an established small town.

This is one of my Sims 2 tests.
Strangetown is one of my favorites hoods but I consider that adding characters from PS2 and Nintendo Strange town could make things a little interesting.
So there you have my results:
SERVICE STATION
This is Strangetown Service Station(actually the only one in town), the owner is Jebediah S. Jerky, and Bob Jerky.
Oh! There is Bob Jerky, Lets follow him.
There is the man!
Bob is an old little fellow, and sometimes he will get a little lazy and forget where to potty.
He also started chewing on the furniture of the house instead of his chewing bone. I guess the sofa tasted better.
The Vet says that it is his way to release stress. Jebediah will scold him once in a while, but he does not bother too much, he decided after several years of having the service station run and maintain only by himself to hire someone to help with the cars.
So in the mean time Jebediah is trying to talk to Bob let me show you around.

Jeby (Only Herby can call him like that!), biggest passion is car mechanics.
All he ever wanted since he was a kid was to own a car repair shop.
This car is one of his projects, he will pick up any junk car and make it in a master piece.
Sometimes poor Jeby cant figure out what is going on. But he will keep traying until he fix it. I guess
that is the reason he is so good at it.
Before he go make supper, is time to play a little with Bob.
Jeby is not the nicest guy in town, but let me tell-ya he does care for Bob.
