The Modoc Nation requests proposals from consultants interested in developing a Long Range Transportation Plan (LRTP) and Road Inventory Update for the Tribal government, its citizens, and the public. The remainder of this request provides expectations for consultant proposals.

Together, the LRTP and Inventory Update shall represent the culmination of a study to identify and evaluate the Tribe’s present and anticipated future transportation needs. These present and future needs must consider social, economic, and developmental goals. Upon completion of the study and associated LRTP/Inventory Update, the Tribe will use the work product to plan, design, construct, and maintain transportation infrastructure for its citizens and other members of the traveling public.

The Modoc Nation will receive proposals via the United States Postal Service at its headquarters building via the following address, 22 N Eight Tribes Trl, Miami, OK 74354, or email at Nick.henson@modocnation.com.  The deadline for such submittals shall be April 15, 2026. Consequently, submittals must be postmarked or received electronically at the email address nick.henson@modocnation.com by this date.  Interested consultants may obtain a detailed scope of work and cost proposal template by emailing a statement of interest to Nick.henson@modocnation.com.

Following the receipt of proposals, the Tribal government shall evaluate the submittals and develop a short list of consultants for further consideration. Thereafter, the Tribal government will interview firms from the list prior to selecting a firm for the work. This selection shall be based upon the Tribal government’s determinations as to best value.
