Please add tooltips for admins / moderator "icons" (characters) in the user list

Just a tiny cosmetic stuff easy to fix. Please add tooltip for the characters used for admins and moderators in the user list.

Note: I know these already exist in the actual user profile.

This is implemented in QPixel Pull Request #171, which has not yet been merged.

After this is merged, it'll be live the next time a deploy happens.
