Because Pritzker and Johnson block Trump at every turn, the plan works around them:
• Citizen Petition Mechanism: A minimum threshold of signatures (for example, 250,000 Chicagoans) demanding federal intervention would trigger a legal review, giving the President constitutional justification to act under Article II and the Insurrection Act.
• Funding Shield: The lottery revenue can be directed to federal accounts or local NGOs, preventing state politicians from hijacking funds.
• Deployment Pathway: Trump can use a hybrid of National Guard (federalized) and federal agents (Marshals, DHS tactical units) staged on federal property already in Chicago. Once citizen demand is certified, deployment can begin without local approval.

4. Crime Collapse: Just as Trump cleaned up Washington, D.C., he applies the same hammer in Chicago. The message: law and order wins over chaos every time.

Every weekend of violence under Pritzker and Johnson is a reminder of liberal failure. Trump flips the script:
• Liberals say the Guard is “unconstitutional.” The Constitution says the President must guarantee states a Republican form of government and protection from domestic violence (Article IV, Section 4).
• Liberals say federal presence “inflames tensions.” Tell that to the parents of the 17-year-old shot in her home. The people demand safety now.
• Liberals call it a “power grab.” The real power grab is politicians protecting criminals while ordinary families bleed.
