What is the latest version, please? Will it work on Windows 10? Is there a software/licence cost?

Yes, the software works properly on Windows 10 Pro x64 bit. I've downloaded the official version from its website and installed it properly. The software works normally and there were no errors or weird behavior.
Also, the product is free to download and use. After installation, I've checked all the built-in menus, and no registration was shown.
I want to just know how to use Excel file in Link Plus software for compare data set between two files and because I am very new to use this software, I need this software to compare two file data with 16 thousand of records. Can anyone tell me a proper way to learn this software?

The software offers the possibility to export the contents to other files, but the output file is in TXT format which means that you can use Excel to open it. If you have the application installed, go to Help > Contents. Switch to the Search tab and then type excel.
Once the list is populated with results, click the Exporting a Deduplication Linkage Merged File and read the instructions on the page.
