I've downloaded KML Editor but it seems to be in German. Is there any other installer that's in the English language?

The KML Editor has been turned into KML Builder and it can be obtained from official website in English. There is no German download or something related. I have installed the application and it is indeed in the English language. Visit the official website to obtain download links to EXE or ZIP format.
I have a KMZ file consisting of several thousand polygons. I want to divide the large group of polygons into smaller groups and save as KMZ or KML. Also, I want to change the descriptions of the polygons so that the name will appear when I click on them in Google Earth and sort the order in which they appear in the folders in Google Earth. Can I do this with KML Editor?

Yes, KML Editor has the ability to open and edit KML or KMZ files. You can edit the description of your items and save a part or all your project. According to the developer's website, it's advised to have Google Earth installed on your computer to benefit of all the program's features.
