The M.M. is appointed in terms of Section 82 of the Municipal Structures Act, 1998 ( Act No. 117 of 1998), and not appointed in terms of the Municipal Systems Amendment Act for a period not exceeding one (1) year after a new council is elected. The municipal manager is also responsible to advise the municipal council in making decisions. The municipal manager must assist the mayor in the Integrated Development Planning process. He is assisted by three-line managers/heads of departments who are responsible to lead, direct, and control their departments (which are filled by operational staff) respectively. The line managers are appointed in terms of Section 56 of the Local Government: Municipal Systems Amendment Act,

It is the administration’s responsibility to execute the powers and functions of the municipality assign to it. It is very important that, in terms of legislation, Local government: Municipal Systems Act, the appointed staff has applicable qualifications, skills, experience - circular 60 issued by Department of National Treasury set competency levels for municipal and senior managers. Provision is made for those officials to obtain the required competencies through a training program sponsored by the said department. The capacity of employees at the level necessary should have also be built for quality service delivery. A workplace skills plan is submitted to Local Government SETA, a training authority for such purpose.
