Ace Ventura Screencap
My first Tutorial. No need to be kind...that's how I learn! :-) Feel free to tell me what I'm doing wrong, what you don't like...and what YOU like! Show me your work, I want to know if it has helped others.
Photoshop Elements 4.0, should be easily translated to PSP and other graphic programs (I hope!)
Here we go!

Choose Screencap of your choice. Crop to your choice. I apologize for the lack of pictures...
From Photoshop Elements 4.0
1) Filter->Sharpen-->Sharpen (my screencap was resolution of 72...this is not a required step)
2) Duplicate base layer two times, set both to SCREEN with 100% opacity
3) Draw a rectangular marquee tool on bottom of icon or whatever. COPY, then Paste. It should give you another layer with just the selection that you made. Set that layer to LINEAR BURN at 100% opacity. Move layer to top.
4) Make a new layer. PASTE again (it should have the rectangular selection that you made). Set that to COLOR BURN at 48% Move layer to top.
5) Create TEXT layer over the rectangle. I used Geneva for this icon. Use your own choice of text. Move layer to top.
6) Duplicate base layer once again. Move to top. Set on SOFT LIGHT at 85%. Move layer to top (TOP LAYER)
6.5) At this time, you should have a total of 7 layers.
7) Merge layers. Save as .png or .jpeg.
