water effects: photoshop plug-in?

How can I achieve the water effect on the icons mentioned in this post in Photoshop CS2? The maker used the PSP plug-in called "Flood" but I haven't been able to find the equivalent for the program I'm using.

Any help you can give me on this is very much appreciated.
