brush help

I'm sort of having a problem with brushes. (I use PSP 8) I have a lot of borders and brushes downloaded, but sometimes I can't get them to work as a stamp, and the only way I can get them to work is if I drag the brush (they sort of rotate when I do this), and then I get multiple pictures. Sometimes I can get it to work as a stamp, and get just one picture, and not a whole bunch of them, but sometimes I can only drag it. Is there a setting I can use so I can use all of my brushes as a stamp, and not a draging brush. I hope that made sense. Thanks so much if you can help!
