I want to know how to achieve this effect on this banner

Not the brushes and everything. How to round off the corners. I work primarily in PS7 but I also have PSP8.

I have searched in the archives, I know I saw it or something similar before and I can't find it when I look for it.

I'd appreciate any help any of you could give me.
