Does anyone know how to get an effect similar to the one in the icon below (the coloring)?

I would've asked the person who made it (which I know would be best, and is suggested in the rules for this comm), but her regular journal is friends only, and in the entry where people comment for her to add them, she last replied in June, which is longer away than it seems, and it means there's a very good chance I won't get an answer today (which I really need). And I don't believe she has an icon journal.

Pleeease help. Oh, and I use Photoshop Elements 3.0.
