PS brush question

I'm on my brother's computer and I usually use PSP but he has PS on it. The only problem is the brush tool and eraser tool and pretty much everything except the bucket tool doesn't work. I've tried fiddling with different settings and everything so maybe I'm messing with the wrong ones? I don't want to screw too much up but it's kind of annoying because I can barely do anything
