Help...

I'm not sure what to look under for this effect, but I was wondering if anyone can help me achieve it. I didn't see a tutorial on it, but I may have just missed it, any direction towards would be equally as helpful. I would credit the maker of this icon, but I have no idea who it is. If anyone could help me that would be great, thanks in advance.
