Sharpening images?

Is there a way to make anime/cartoon screencaps look "sharper" or more vividly colored in PSP7? I've found some tips on this community, like copying to a new layer and setting it to hard light, or fiddling with the brightness/contrast settings... but those only seem to work with photos, when I try it with a drawn image it turns blurry and weird.
