Shaping the Net-Zero Framework

IBIA Representative to the IMO Dr Edmund Hughes, speaking in an interview with ship.energy, underscored the critical importance of robust implementation guidelines for the International Maritime Organization’s proposed Net-Zero Framework, warning that without strong, transparent and rigorous rules the entire regime could “collapse like a house of cards.” Representing the International Bunker Industry Association at the International Maritime Organization, Hughes highlighted the complexity of establishing a completely new governance system for marine fuels, stressing the need for clear reward mechanisms for zero and near-zero fuels, a solvent and well-governed Net-Zero Fund, and a harmonised certification framework covering lifecycle emissions from production to delivery. He emphasised that clarity and simplicity are essential to give shipowners, fuel suppliers and investors the confidence needed to make long-term decarbonisation investments.
