Phil was the former Head of Negotiations with Local Government Employers, where he led national negotiations with trade unions on pay and conditions, and was responsible for the resolution of industrial disputes. Currently a member of the panel of arbitrators retained by ACAS (the Advisory, Conciliation and Arbitration Service) to arbitrate in disputes between employers and trade unions. Keen bettor with a particular interest in football ‘in-play’ markets.
