John has more than 20 years of experience within corporate HR and 3rd party recruitment. He has honed his skills in the areas of Payroll and Benefits as well as acting HR Generalist and Corporate Recruiter, Staffing Executive, also serving in management, technical, and non-technical positions. Within 3rd party recruitment he has held positions of Senior Technical Recruiter and Branch Manager for a Canadian-owned national recruitment company, leading and staffing roles within Telecom, IoT, IIoT, R&D, Web Services, and Software Development.
Recently, John has staffed various engineering and technical positions within mining and oil and gas. Filling vacancies throughout Canada, he has significant experience staffing local, regional, national, and foreign national candidates.
John plays drums and writes lyrics. As a member of SOCAN, he co-wrote, recorded, and sold a song in aid of charities in Atlantic Canada. He and his band “Karen Fougere and Needham Hill” released an album titled “Shadows Within”.

Noah is a graduate from the College of the North Atlantic with a diploma in Business Management (Human Resource Management). Noah currently works as a Junior Recruiter with HRPP, in this position he administers full-cycle recruitment, and is excited for the new opportunities and challenges that arise with this role.
Noah has 1.5 years of experience in recruitment, he specializes in full-cycle recruitment and has provided staffing services to many local operators within Newfoundland and Labrador. Noah has held positions such as Recruitment Administrator and Junior Recruitment Advisor and has experience recruiting for candidates in the fields of Mining, as well as Oil and Gas.

Rebecca graduated from Memorial University with a Bachelor of Business Administration degree in May 2023. As a recent graduate, Rebecca is eager to gain valuable experience and grow her knowledge in the field of Human Resources.

Menel Ben Taher is a bilingual logistics coordinator at HRPP, blending her scientific background with her expertise in project management. Elizabeth Whitten is a senior human resources and labour relations professional with over thirty years of strategic leadership experience in the private, public, and not for profit sectors. She is a strong leader, communicator, and relationship builder with a track record of success. Her most recent position was as Director of Human Resources with Newfoundland Power. She has also held senior human resources roles with the Public Service Secretariat of the Government of Newfoundland and Labrador, the Newfoundland and Labrador Credit Union, Fortis Properties Corporation, and the Health Care Corporation of St. John’s.
Elizabeth is a Chartered Professional in Human Resources (CPHR) and holds a Masters In Employment Relations (MER) and a Bachelor of Commerce (Hons.) from Memorial University of Newfoundland. She holds a Certificate in Adult Education from St. Francis Xavier University and has completed advanced training in harassment investigation, negotiation skills , and alternate dispute resolution.
Elizabeth has served on the boards of directors of several community and professional organizations and was a founding member of the Human Resources Professionals Association of Newfoundland and Labrador. She has broad skills in all areas of human resources management.

Anne E. Fagan is the owner and principal consultant with Fagan Consulting and has been performing human resources consulting and general management for four decades throughout Canada and the Middle East. She recently joined HR Project Partners as a HR Consultant. Her projects focus on the client’s strategic positioning and goals and her belief is that true success is dependent upon a close partnership with the client to constantly validate project deliverables. Anne’s expertise covers all functional areas of HR management, with a particular emphasis on compensation design, employee engagement, recruitment, job analysis/competency development, workplace investigation, performance management, and organizational design & review.

Cherie is an experienced Recruitment Specialist with over 25 years in recruitment, customer service and sales. She is known for her friendly, approachable nature and her exceptional ability to connect with both clients and candidates. Cherie takes pride in building strong relationships and truly understanding the needs of both sides, which helps her find the perfect match for every role. Her passion for helping others is at the heart of her success. Outside of work, Cherie enjoys spending quality time with her family and engaging in activities that bring her joy.

Sarah graduated from Algonquin College in Ottawa in 2019 with honors in Public Relations
She started working at HRPP in the spring of 2022, as the Bilingual Logistics Coordinator. She is excited to take on this new role by providing logistical support to the HRPP team. She plays an important part of supporting the internal and external team and is responsible for ensuring operations regarding travel and fleet management are running smoothly and efficiently.
Sarah’s ability to multitask and her strong work ethic are a big help in her day-to-day tasks and her communications background allows her to provide support through onboarding and training initiatives. She loves collaborating with the HRPP team to come up with new processes to help support HRPP’s business functions.
Away from the office Sarah is extremely passionate about being active and plays an important volunteer role in numerous leagues and organizations throughout Labrador West. She believes in giving back to the youth in her community and strives to encourage and promote healthy living.

Lori-Ann comes to HRPP with 16 years of Administrative and Accounting experience. She has fulfilled two placements with HRPP, as a contractor, and in February of 2022 she secured an internal position as Payroll and Accounting Administrator and couldn’t be happier about it.
Lori-Ann places honesty and integrity high on her list of priorities and aims to adhere to this in both her work and her personal life. She grew up on the scenic West Coast of Newfoundland and when not working she can be found enjoying it with her family and friends.
Lori-Ann aspires to gain more knowledge, learn, grow, and be a dedicated and precise Payroll and Accounting Administrator as she supports the dynamic and growing team at HR Project Partners.

In 2015 Brandon obtained a 3-year business management diploma through College of North Atlantic (CNA), with a concentration in accounting. During his time at CNA, he became a certified specialist in Sage Simply Accounting.
Brandon has a wide range of accounting experience and has worked in the field for more than 7 years. He worked as a finance and administration officer for 4 years in the non-profit sector; this consisted of all finance and administration tasks for the company. He went on to work for a trans-ocean shipping company where he learned and worked in the accounting program SAP. His main areas of focus have been accounts payable, accounts receivable, government remittances, auditing, administration, budgeting, proposal writing and payroll.
In 2021 Brandon completed upgrading his education to a Bachelor of Business Administration, obtaining this through Memorial University’s Grenfell Campus. Brandon started with HRPP in January 2022 as an Accounting and Cost Coordinator. Since starting, he has worked in Cost Control, Payroll and Administration.
With a positive can-do attitude, he is looking forward to using his experience and skills to assist both employees and clients with their accounting and administrative needs.

Faith graduated with a Diploma in Business Management (Human Resources Management) from the College of the North Atlantic in June of 2020 and is currently completing her Bachelor of Business Administration through Memorial University.
Faith has a dynamic background of experience in many different industries, Faith is an analytical thinker, and enjoys accounting, HR, and marketing. Faith enjoys auditing, and problem solving, as well as communicating with people which makes her an excellent fit for a client driven organization like us!
Faith was born and raised in Happy Valley – Goose Bay, NL and made the move to St. John’s to work with HRPP in January 2022 as the Executive Coordinator and quickly came to love the work atmosphere and her colleagues. Faith’s focus at HRPP is on payroll, document control, recruitment and consulting support, and office coordination.

Allan recently graduated from the College of the North Atlantic’s (CNA) Business Management (Marketing) program in 2020.
Allan first started working with HRPP through a six-week work placement program. He continued to work with HRPP through the Summer and has recently been brought on as a full-time employee. Allan mainly focuses on supporting the team in a marketing role by preparing HRPP’s digital content, registering for networking events, and helping the team prepare for charitable fundraisers. He also supports the recruitment team in the onboarding of new employees.
As a developing marketing professional, Allan enjoys collaborating with his coworkers on various marketing ideas and possibilities and finds it very rewarding when he sees the teams vision come to life. Julie graduated from Memorial University of Newfoundland (Grenfell Campus) in 2019 with a Bachelor of Business Administration.
Julie began working at HRPP in the Fall of 2021, as an aspiring HR professional she is excited to take on a new challenge in the recruitment field. Belinda has 32 years of experience with the Iron Ore Company of Canada in various leadership roles.
Belinda started her career as a unionized employee where she worked many areas of the IOC Mine Site. Through hard work and determination Belinda progressed her career in leadership roles within IOC. She held the positions of Operations Supervisor, Operations Planner, HSE Superintendent, Contractor Management Superintendent, and Superintendent of Pellet Plant Operations.
Belinda is a certified Health, Safety, and Environmental Professional, after she completed a two-year certificate in the Health, Safety and Environmental Processes (CHSEP) program at the University of New Brunswick.
Belinda is an experienced and confident leader that excels in managing people and processes. She can inspire action through proper guidance and mentorship and uses her knowledge to educate others along the way.

Wanda is a graduate from Holland College specializing in Accounting. She has also completed multiple training courses including Excel, Respectful Workplace, and Advanced Public Relations.
Wanda has over 18 years’ experience in Accounting and Payroll throughout her career. She has been employed for the last 13 years with the Town of Labrador City where she provided Administration, Human Resources, Account Receivable, and Account Payable support.
Wanda started with HR Project Partners in September 2021 as a Cost and Accounting Lead, where she provides advanced support in all functions of Accounting, Payroll, Cost Control, as well as assists our clients and the HRPP team. Mike graduated with Honours from the Red River College in Winnipeg, MB after completing the Human Resources Management and the Management Development, programs in 2015. He has since completed various courses in the HR field in order to be eligible for the CPHR designation, which he is now pursuing at this time.
Mike comes to HR Project Partners with nine years of experience in full-cycle recruitment. Cynthia graduated from College of the North Atlantic with a diploma in Office Administration – Executive. Since completing this program, she has developed her skills and experience while working as a Payroll Officer before joining the HRPP team in April 2021. Cynthia excels in data entry, payroll, year end processes and other accounting functions.
Here at HRRP, Cynthia assists the team with payroll, group benefits, credit card reconciliation, and assisting in the accounting functions for onboarding of new hires.
Cynthia enjoys providing efficient and welcoming service, as well as concise and positive feedback when inquires are made regarding payroll, credit card statements and benefits. She takes great pride in preparing accurate data entry and assisting the team.

I am a graduate of the University of New Brunswick (UNB) in Fredericton. I graduated in 2004 with a Bachelor Degree in Business and I focused my studies in Marketing. I have lived in Labrador City for most of my life and have a strong desire to help my community, clients and their businesses succeed. I moved back to my hometown of Lab City shortly after completing University, with a great understanding of the community members and how the economy shifts in a mining town.
Using my knowledge and education as a driving force early in my career, I have had the opportunity to gain some meaningful and diverse work experience. This in turn has led me to where I am today at HR Project Partners. Some of the previous experience that has shaped my career started when I became a Labor Market Researcher for the local Labrador West Economic Zone Market. During my tenure with this role, some of my achievements to note are in developing relevant statistics as well as forecasting the labor shortage which would result in the market demand. Another contract that I had the opportunity and pleasure to work on was assisting local skilled trade clients with their financial assistance. This in turn offered opportunities for those participants to gain valuable education at the Department of Advance Education, Skills and Labor. Further to this experience, I developed skills as a Project Administrator and later as a Business Analyst in the Finance department, work with IOCC. Experienced in working within the business and customer service sectors, I have gained the confidence and people skills, along with the desire to support my employers, customers as well as my colleagues while looking out for their best interests.
I enjoy meeting new people as well as interacting and working with a great supporting team at the St. John’s office. I am so thrilled to be part of this amazing company to assist here locally in my hometown of Labrador City. As I work alongside with Jacqui, I will be responsible in on-board training, welcoming all new employees into the area, as well as assisting the local community members with learning of many new job opportunities to come.

Hannah graduated from the Business Management program at the College of the North Atlantic with a discipline in Human Resources.
Hannah assists the team with Recruitment for large- and small-scale projects for various businesses. She focuses on facilitating new hire orientations and recruiting for roles such as those within the fields of Administration, Engineering, Project Controls, Construction Management, Automotive, and many other areas. Tracy graduated from Algonquin College with a diploma in Office Administration – Executive. She is a member of the Canadian Payroll Association and is certified as a Payroll Compliance Practitioner. Since completing the Office Administration – Executive Program Tracy has expanded her experience and knowledge in the accounting field with a strong focus in Payroll and Cost Control. She has completed multiple courses and programs including those in Advanced Excel and Supervisory Training.
Tracy has over 9 years’ experience in Accounting and Payroll with experience in various accounting programs such as QuickBooks, Simply Accounting, Avionte, and DRMIS. Her working experience includes working for the Department of National Defence and various small businesses in Ontario, where she provided Administration and Accounting support.
Tracy started at HRPP in January 2019 as an Accounting Administrator, where she provided all functions of Accounting, Payroll, Cost Control, and other administrative supports to the team. Since early 2020, Tracy has been promoted to a Cost and Accounting Lead position. Her dedication and passion for accounting and helping others shines through in her ability to effectively communicate and assist both employees and clients.

Denise studied Psychology at John Abbott College. In 2005, she started her career in recruitment in a small placement agency which consisted of herself and the owner. In the 4 years that she spent there, Denise wore many hats and acquired experience and knowledge which lead to the growth of the business and office staff. She then moved on to other opportunities and spent the next few years working in many different locations. In 2014, Denise returned to her first love and is now recruiting more technical roles such as Engineering and IT in several different industries across Canada and the U.S.
Denise now has 10 years of experience in executing recruiting plans. She has managed all phases of full cycle recruiting, from initial sourcing and interviewing through offer negotiations, placement, and onboarding. A graduate of Memorial University with a Bachelor of Commerce degree (2014), Janessa has consistently demonstrated a commitment to organizational excellence, strategic workforce planning, and inclusive leadership.
Her career is distinguished by her ability to navigate complex operational environments, implement effective HR strategies, and foster employee development. In 2020, she earned the Certified Professional in Human Resources (CPHR) designation, further validating her expertise in the field. Janessa has contributed her insights to industry panels at Central Minex, speaking on topics such as workforce supply and demand (2023) and diversity and supplier engagement in mining (2025). With over 12 years of hands-on experience in the mining and construction industries, Chad has a wealth of experience and knowledge that supports him in his role as a Logistics Coordinator at HRPP. In his current role, he manages key operational tasks such as booking training sessions and flights, scheduling and maintaining light duty vehicles, and ensuring overall logistical efficiency to support field operations.
Chad has operated a wide range of heavy machinery, including shovels, loaders, graders, backhoes, and haul trucks. He brings a deep understanding of remote mining operations and has been recognized for his strong commitment to safety, teamwork, and mentoring new operators. This experience allows him to make strong connections with the HRPP team and helps him succeed in fleet management for light duty vehicles.
Chad holds multiple licenses and safety credentials, a high school diploma and has completed formal training at the College of the North Atlantic. Outside of work, Chad has earned lifeguard certifications and has volunteered in this capacity within his local community.

Deborah has been supporting staffing and client management initiatives across the Oil & Gas, Mining, Shipbuilding, and Industrial sectors throughout Newfoundland and Labrador and across Canada since 2012. A true people‑person with natural curiosity and an entrepreneurial mindset, she takes great pride in her work and finds genuine fulfillment in helping clients and candidates succeed.
With a strong track record in business development, sales, and account management, Deborah excels at building trust, forging meaningful connections, and delivering measurable results. She is a progressive, strategic recruiter known for her exceptional communication, organizational, and interpersonal skills.

Sophia Trottier is a bilingual senior Human Resources professional with over 30 years of experience in highly unionized workplaces. She is a Certified Human Resources Professional (CHRP) since 2000 and obtain her Advance Certification in Workplace Investigations from Rubin Thomlinson in 2022. As an investigator, Sophia has ample experience in managing a broad range of workplace complaints and conducting many workplace assessments in-house. Her tenure in HR provides her with a unique perspective that allows her to balance practical business considerations with the broader legal framework. Her experience as an investigator enables her to effectively triage workplace issues and conclude her findings with practical management corrective measures.
Sophia is also an effective interviewer, well-regarded for her non-intimidating approach and her ability to set participants at ease while ensuring each party remains accountable to their role.
