

Our Core Services serve as the first point of contact for individuals seeking support. Through information and referral, peer support, independent living skills training, individual and systems advocacy, and youth transition services, we assess needs, provide guidance, and connect people to the programs and resources that support independence at every stage of life.

The Purchase Services Program helps remove barriers to independence by providing access to essential durable medical equipment and adaptive supports, including hearing aids, walkers, wheelchairs, CPAP machines, and vehicle and home modifications, among other critical items.

Our WIPA program provides free, individualized benefits counseling to people with disabilities who receive Social Security benefits. We help individuals understand how employment, earnings, and life changes may impact SSI, SSDI, Medicaid, and Medicare so they can make informed decisions, protect their benefits, and work toward greater financial independence.

We support individuals in finding and maintaining safe, accessible housing by addressing physical barriers, accessibility needs, and housing-related challenges that impact independence.

For nearly 50 years, the Coalition for Barrier Free Living (CBFL) has been a leader in disability advocacy, access, and independent living in Texas. Founded in 1975 in Houston by people with disabilities, CBFL was built on the belief that independence is a right and that individuals with disabilities should lead the movement for equal opportunity.
From its earliest days, CBFL helped shape a more accessible community through landmark advocacy efforts, including successful campaigns for downtown curb cuts and the development of accessible public transportation systems. These early victories laid the groundwork for lasting change and set new standards for inclusion across the region.
As community needs grew, CBFL expanded its reach by establishing multiple Centers for Independent Living across Texas:
1975: Houston Center for Independent Living (HCIL), the first Center for Independent Living in Texas
1998: Brazoria County Center for Independent Living (BCCIL)
2004: Fort Bend Center for Independent Living (FBCIL)
Today, CBFL continues to build on five decades of advocacy and impact by delivering comprehensive independent living services, peer support, benefits counseling, and systems advocacy. Our work empowers people with disabilities to live independently, access critical resources, and fully participate in their communities making independence possible for generations to come.
