This Touko is from a crossover AU which blends Pokemon and +Anima. She has the Anima of a Swanna. In her Anima form, she has white Swanna wings coming from her back, and can use a variety of Water- and Flying-type moves.
As for how she got her Anima... Technically, she was born with it. A pregnant woman from Driftveil fell into the river over which the Driftveil Drawbridge spans. She died. As the body was carried past the drawbridge, however, her unborn daughter managed to break free of the womb. She reached towards the sky, where a flock of Ducklett and the occasional Swanna were flying. Then and there, the young girl received her Anima. She took to the sky and flew with the Pokemon. Her +Anima "birthmark" is just between her shoulderblades, and represents her
Her flight eventually carried her to Anville Town. There, she was raised by a kind mechanic and his wife, who looked after several orphans. They named her "Touko". She grew up there, happy. Everyone accepted her Anima there. Then, one day, scientists from Nimbasa City came on the train. They worked for the government, and were specifically studying +Anima. They were interested in Touko, and she went with them back to Nimbasa.
Once back at the labs, however, Touko wasn't treated well. Subjected to experiments, and verbally and physically abused, she considered escaping many times. She never did, however, because one scientist named Fly Greener was kind to her. He really seemed to appreciate her and love her for who she was, despite her Anima. She liked him, and he was the only one who could get her to do anything without getting any attitude. Everything she had to suffer through had given her a bit of a tough girl, punk attitude. However, all the abuse also made her extremely obedient. She sasses often, but will undoubtedly do anything she's told or asked to.
Eventually, Fly asked her to go out and find other +Anima for them. Not thinking, she agreed. Touko also agreed to give him her Anima when she returned. She didn't realize what this meant, and didn't particularly worry about it. She was given a Sandile as her first Pokemon, and set out as a Trainer to both hide her Anima and her real reason for traveling from the government. She traveled aloone for a while before coming across a circus, where she met Touya, an Emolga +Anima. They have since become traveling partners.
