The next time we make an update to DNSSEC03 we should also fix the following things:

• The tag NO_DNSKEY should be renamed to NO_VALID_DNSKEY. This is because the tag is emitted both when no DNSKEY record is received and when a response with a badly broken DNSKEY is received.
• There are links that don't work should be fixed.
• The specification should be reviewed and fixed with respect to grammar.
• The control flow should be highlighted more clearly. E.g. using indentation.
• The Procedure section should be cleared of references to severity levels.
• The Procedure section should be cleared of explanations of semantics.
