Zed does not parse .ssh/config files if the global file is missing. #47309

Reproduction steps

  1. Create user .ssh/config
  2. remove global .ssh/config (easy on windows since it's not usualy present!)
  3. Open remote connection
  4. No ssh servers listed at all

Current vs. Expected behavior

I expect to see the user config present.

I have a fix, will submit a PR for this!
