This PR resolves #901.

Overview

  • This PR renames IrUnitHandlerInterface to IrUnitHandlerInterfaceReq to meet our latest concept naming guideline.
  • This PR adds a new concept IrUnitHandlerReq to cover all type constraints (including move cosntructable check). As a result Deserializer now shall use IrUnitHandlerReq instead to avoid explicitly checking whether the unit handler is move-constructible.

LGTM. Not sure if fixes is the right verb for the title since this isn't a bug/don't think we have guidance on naming PRs that close non-bug issues. Maybe closes #901 might be better?
