Checked that github actions completed successfully. Looked specifically at filter-relevant-changes and it appears to have correctly noticed files changed in the PR. Checked that dorny/paths-filter did not have obvious breaking changes in v3.

Description
We're using deprecated versions of actions/checkout and dorny/paths-filter. This PR updates them to the latest versions. The release notes don't mention any breaking changes, so this should be safe.
Validation performed
Validated all workflow jobs succeeded with the exception of ubuntu-focal-binaries-image which requires publishing a container image. The changes to this job mirror the others, so it should succeed when necessary.
