This PR bring the release v1.3.0 back to develop.
One detail here though is that even though we've disabled the List block for Android on
master, we don't want that change in develop so, b19880e makes this PR point to Gutenberg master without the suppresion. Notice that current develop already points to that exact hash, hence this PR ends up not changing the GB hash.
