This PR brings the changes from 1.12.0 release back to develop.
The Gutenberg ref did not need to be updated because we made no changes to the 1.12.0 release branch. As a result, the only changes coming from this release are the updated version number and updated js bundles.
All changes on this PR have been previously tested and approved.
