This shouldn't be here. It was originally included in 1.10.0, but @Tug and I decided to revert it before that release. (comment, commit). Not sure why it's back, but I just double-checked and confirmed that empty paragraph blocks at the top of a post are not merged when a new empty paragraph block is added from the post title, so I'll push a commit removing this line from the release notes.
