This task is part of the effort to rework the Starter Page Template Picker for new pages. After creating a page a toast message should appear. These toasts will utilize the notice component created as part of #2378 (comment)

Goals

• After creating a blank page a toast message should be shown with "Blank page created"
• After creating a page a toast message should be shown with "Page created"
• The toasts should follow the default design and timing of the notice component
