This task is part of the effort to rework the Starter Page Template Picker for new pages. This part of the initiative will focus on
adding the functionality to the "Create Page" button.

Goals

• After selecting a page template from the screen created as part of [Modal Layout Picker] Create Layout Picker sections and thumbnail UI using static data #2436, when a user selects the "Create Page" button:
  • A new page draft should be created
  • The contents of the layout should be populated in the editor.
  • The action button at the top left of the screen should be "Publish"
  • The modal should be dismissed and the user should be navigated to the new page.
• If this issue is worked on after [Modal Layout Picker] "Preview" button functionality #2452 then this should also handle adding the "Create Page" functionality to the preview flow.
• After creating a page the Title should be focused.
