[Empty blocks] "Add new block" indicator should show in place of empty block instead of below it #1165

Expected
When focused on an empty block, if I tap the inserter, I expect the "add new block" indicator to show at top/beginning of the focused block (in place of it).
Actual
The indicator shows below the block, like so:
