Issue #18005 updated the UI of the Jetpack Plugin install flow, but it was only applied to the new flow in a specific scenario (user of a self-hosted site having a Jetpack individual plugin connected to a WP.com account).

We should reuse the same screen and UI for all places that request the installation of the Jetpack Plugin, what in code is called "Remote Install", which is, for instance, when a user of a self-hosted site DOES NOT have any Jetpack plugin installed and tries to access a Jetpack feature (such as stats).
