Updates the Sei chain definitions:
seiandseiTestnet, updating explorer names, URLs, and API URLs accordingly.seiDevnetchain definition, as the Sei Devnet (arctic-1) is no longer active.These changes align the Sei chain configs with the current Sei ecosystem tooling.
