This PR enables self-hosted Windows runners for CI workflows to improve build performance. The change activates previously disabled Windows runners and adds them to the test matrix.
- Uncomments and enables the
rspack-windows-2022-largerunner in the main CI matrix - Adds the self-hosted Windows runner to the Go test matrix
- Reformats the runner arrays for better readability

self hosted windows updated, CI in windows is speed up
test-node still uses window-latest due to unknow network problem.
