Steps to reproduce:

  1. Install and activate VersionPress
  2. Wait until it redirects you to the main VP page
  3. Hide the welcome panel

It creates this commit:

[VP] New user-meta 'vp_show_welcome_panel' for user 'admin'

but with an incorrect user - the "Non-admin action".
